This legislation classifies a "chemical" as a single substance (such as acetone) or as a mixture (such as a paint or ink).

Globally, to improve safety, The United Nations have agreed on a classification and labelling system that is to be used worldwide to identify hazards and to communicate them during the transportation and supply of chemicals across the world. This system is the Globally Harmonised System of Classification and Labelling of Chemicals known as the GHS and the European CLP Regulation fits within this global system. The CLP legislation requires that single substances must be correctly labelled and packaged from 1st December 2010 with mixtures complying with the legislation from 1st June 2017.

If you manufacture, import, export, formulate, mix, distribute or sell chemicals the new legislation requires that your labels comply with the requirements for new pictograms and symbols, multi language risk phases and precautionary statements, text, branding, codes and signal words ("Danger" and "Warning") on chemicals and that the labels are secure and are suitable for global distribution and provide traceability within markets affected by CLP. In addition certain chemicals that are sold to the general public must be supplied with a tactile danger warning label to alert the blind and partially sighted that they are handling a dangerous chemical.
